Dr. Francis: To ask the Secretary of State for Wales what discussions he has had with the First Minister on measures to tackle youth nuisance, graffiti and vandalism in Wales.
Mr. Hain: I regularly meet the First Minister to discuss a range of issues in Wales, including matters affecting our local environment.
